Nakhchivan Autonomous Republic having the ancient history and rich culture had made great contributions to the educational movement and development of books culture of Azerbaijan. It becomes clear from the historical sources that for the purpose to assist teaching, libraries were established in the madrasa operated in Nakhchivan in the Middle Ages and for the first time a library was created in the Russian-Tatar school which had been opened in the city of Nakhchivan in 1837. In the development of books culture the private libraries of great intellectuals had specific roles, so that the private libraries of Eynalibay Sultanov, Bahruz Kangarly, Mirzalibay Baktashy, Shahbazagha Kangarly, Rza Tahmasib and others served to the enlightment of people.

  Starting from the beginning of the last century the first public-mass libraries and reading halls began to operate in Nakhchivan as they were in different regions of Azerbaijan, in 1992 Nakhchivan City Library was instituted by People’s Educational Commissariat and in 1930 on the bases of that library Nakhchivan Autonomous Republic Library was established. For the purpose to rise interest to books in 1933 a reading hall was arranged under the republic library, and the stationary library established by the library covered near villages along with the city of Nakhchivan. In 1953 Nakhchivan Autonomous Republic Library was named after Mammad Said Ordubady, founder of Azerbaijan historic novel genre. Late years fast going cultural development in the autonomous republic also influenced to the libraries, all libraries acting in the autonomous republic, out of which Nakhchivan Autonomous Republic Library after Mammad Said Ordubady were covered with State care directly.

  Considering the 22nd unit, II part of the article 5 of the Constitution of Nakhchivan Autonomous Republic for to hold the 90th anniversary of Nakhchivan Autonomous Republic Library after Mammad Said Ordubady.

  Which played a great role in keeping and saving our cultural and moral resources and in its propaganda I decide:

  1. To celebrate the 90th anniversary of Nakhchivan Autonomous Republic Library named after Mammad Said Ordubady.

  2. To confirm the “Plan of Measures of holding the 90th anniversary of Nakhchivan Autonomous Republic Library named after Mammad Said Ordubady” (added)
